社会主义开放经济体制的构建与中国国家经济安全

Construction of Socialist Open Economic System and National Economic Security in China

制度和体制是决定经济安全风险性的根本因素;社会主义制度与开放体制理论上能够确保经济安全;实践中社会主义制度与开放体制不健全、不发挥作用会放大经济安全风险;只有构建社会主义开放发展体制才能够增强和保障国家经济安全。中国需要继续深化改革开放,构建社会主义开放经济体制,形成双向开放、平衡、包容和安全的贸易与投资体制,加强投资及金融安全风险监控。

The institution and system are the fundamental factors determining the risk of economic security;the socialist institution and the open system can theoretically ensure economic security;the imperfect socialist system and the open system in practice will magnify the risk of economic security;only by building the socialist open development system can the national economic security be strengthened and guaranteed. China needs to continue deepening reform and opening up,build a socialist open economic system,form a two-way open,balanced,inclusive and safe trade and investment system,and strengthen risk monitoring of investment and financial security.
