新乡贤:基层协商民主的实践主体与身份界定

New Rural Sages:The Agents of Grassroots Consultative Democracy and Their Identities

在创新乡村治理体系实践中,基层协商民主在村镇两级的实践模式越来越受到地方政府和民间社会的广泛关注,它逐渐成为化解基层乡村治理困境的重要突破口之一。新乡贤作为新时代基层协商民主的实践主体,其在乡村公共事务处理、基层建言献策、助力乡村发展等方面发挥着十分关键的作用。从当下新乡贤参与基层协商民主的地方实践经验来看,通过探索将新乡贤群体纳入基层协商委员序列之中、在乡村政治层面给予其身份确认,有助于进一步完善我国基层协商民主制度,化解新乡贤群体的身份不融入和体制认同困境,为新乡贤深度参与基层乡村治理提供合法化路径。

In the practice of innovating the rural governance system,the practice model of grassroots consultative democracy at village and township levels has received more and more attention from both local governments and civil society.It has gradually become one of the important breakthroughs to resolve the dilemma of rural governance at grassroots level.As the agents of grassroots consultative democracy in the new era,new rural sages play a key role in coping with rural public affairs,offering advice and suggestions and facilitating rural development.According to the practical experience drawn from new rural sages’ participation in grassroots consultative democracy,integrating new rural sages into the group of grassroots CPPCC committees and giving them identities at the level of rural politics help to further improve China’s grassroots consultative democracy and resolve the difficulty in the identity of both new rural sages and the system,providing a legal path for new rural sages’ participation in grassroots rural governance.
