街道人民公社“单位制”治理及其当代启示

On Governance of “Unit System” in Street People’s Commune and Its Contemporary Enlightenments

作为城市基层治理基本单元的街道人民公社是以原"街居制"为基础,在当时党中央强有力的政策指导下,通过城市人民公社化运动形成确立起来的。治理方面采用"政社合一""工农商学兵五位一体"的单位管理体制,具有"治理主体一元化、治理方式行政化、资源配置计划化"等特点。反思其治理中的得失利弊,吸取其经验教训,期冀为当下改革创新城市社区治理提供有益启示。

As the basic unit of urban grass-roots governance,the street people’s commune was based on the original "street system". Under the strong policy guidance at that time,it was established through the formation of the urban people’s commune movement. The governance adopted the unit management system that"integrated politics and society",and"workers,peasants,businessmen,students and soldiers were five-inone". It has the characteristics of "unification of governance subjects,administration of governance methods,and planning of resource allocation ". It is necessary to reflect on the gains and losses in its governance process,and draw lessons from their experiences,which can bring beneficial enlightenments for the current reform and innovation of the system and mechanism of urban community governance.
