联合国信息传播系统对超国家议题的国内化推动--以“全球契约”的中国化推动为例

On the Role of the UN Information Communication System in Supranational Issues:A Case Study of“Global Contract”in China

超国家议题即超越主权国家的议题。这类议题往往涉及全人类的福祉,有的甚至超越人类社会,涉及整个地球的存在状态。推动超国家议题面临三大难点:信息主权屏障让超国家议题难以进入主权国家;逆全球化思潮让超国家议题难以受到重视;文化折扣使超国家议题难以理解。联合国信息传播系统发挥自己的政治与传播优势,在尊重国家信息主权的基础上,倡导多边主义,运用“全球本土化”传播战略克服了上述三大难点,通过推动超国家议题,达到传播全球意识、传递全球价值、培养全球公民的目的。联合国倡导的“全球契约”在中国本土企业中落地,展示了联合国成功将一个超国家议题进行国内化推动的过程。

Nowadays,human beings are confronted with an increasing number of global problems beyond states’boundaries.To solve those,global actions are needed,while with the premise that global actions resulted from global awareness.As the unique global organization being acknowledged universally,the United Nations(UN)is the most important institution dealing with cross-border problems.The UN Information Communication System is committed to fostering global awareness,proposing and promoting global issues.Ever since its establishment,the UN Information Communication System has made persistent and strong efforts to promote the settlement of global issues.For supranational issues,such as human rights and international law,the UN Information System adopts a“glocalization”strategy.In order to make the global issues accepted,understood and supported in each member country,the global issues are transmitted to member countries through local media with localized contents by local people.UN Information System plays a role in sharing knowledge and values,spreading and popularizing global norms and regulations throughout the world.The case of“Global Contract”in China makes a good example.
