Inception,Development and Achievements of FOCAC

中非合作论坛的成立是中非友好合作关系长期发展的结果,非洲国家在论坛创立与机制化过程中充分发挥了能动性和主事权。经过七届论坛20年的发展,中非合作论坛不断发展壮大,已经成为中非政治、经济、文化和安全等领域全方位合作最为重要的平台,且形成了其独有的特征,突出表现为“共商、共建、共享”的合作原则,契合非洲发展需求的合作理念,狠抓成果落实的合作态度。中非合作论坛成果丰硕,它丰富了中国特色大国外交理论与实践,推动了中非关系全面快速发展,提升了非洲国家的自主发展能力并引领了国际社会对非合作的步伐。中非合作论坛在未来发展中虽还面临一些问题,但如果能够在坚持已有成功经验的基础上继续开拓创新,必将迎来更加广阔的发展前景。

The establishment of the Forum on China-Africa Cooperation(FOCAC)was the result of long-term friendship and cooperation between China and Africa,and African countries gave full play to their agency and ownership in the process of its inception and institutionalization.Through 20 years of continuous development and growth,FOCAC has been the most important platform for political,economic,cultural and security cooperation between China and Africa.FOCAC has formed its unique characteristics,which is embodied in the principle of“extensive consultation,joint contribution and shared benefits”,the philosophy of fitting the development needs of African countries and the cooperative attitude of solid implementation.FOCAC has harvested fruitful achievements:both practice and theory of major-country diplomacy with Chinese characteristics have been enriched;rapid and comprehensive development of China-Africa relations has been promoted;self-development capacity of African countries has been improved;cooperation between international communities and Africa has been exemplified.Although FOCAC still faces some problems in its future development,it will have a broader and brighter prospect for building a closer China-Africa community with a shared future in sticking to its successful experiences and seeking for greater innovation.
