辽宁省营商环境优化对策

Research on Optimization Countermeasures of Business Environment in Liaoning Province

营商环境建设作为一项政府公共治理活动,是地方经济高质量发展的重要支撑。分析了辽宁省营商环境的机遇、现状及前期营商环境建设工作成果,从制度性交易成本、企业税费、企业融资、生产要素成本、人才引进、整体产业转型升级6个方面,对辽宁省营商环境的主要问题进行了分析,并针对主要问题提出了相应的对策建议。

As a public governance activity in the goverment,business environment construction is an important support for the high-quality development of local economy.This study analyzes the present situation of the business environment in Liaoning Province and the results of the previous business environment construction work.The study analyzes the main problems of the business environment in Liaoning Province from seven aspects:institutional transaction costs,enterprise taxes and fees,enterprise financing,cost of production elements,talent introduction,and overall industrial transformation and upgrading.Finally,this paper focuses on main problems in the business environment to put forward some suggestions on how to accelerate the optimization of business environment.
