摘要
在职民警培训是我国干部教育培训的重要组成部分。山东警察学院在职民警培训工作增长性战略取得了显著成绩也遭遇了发展瓶颈。通过SWOT管理诊断发现,在行业壁垒背景下,在职民警培训工作目前存在经费使用软硬不匀,培训体系建而不全,人力资源优势不优和结构性比例失调,创新意识与创新能力互为掣肘等现象,而学院S-O增长性战略“并发症”主要聚焦在思维导向和“人”的因素;面对机遇与威胁并存的外部环境,学院一方面要打破壁垒创新理念,把对在职民警培训的重要性、紧迫性的认识提高到一个新的层面;另一方面要对症下药从短期和中长期两个层面解决以“人”的问题为主的发展短板。
In-office police training is an important part of cadre education and training in China.In recent years,Shandong Police College has made remarkable achievements but encountered development bottlenecks in in-office police training.Through SWOT management diagnosis,this paper found out that under the background of industry barrier,in-office police training work now has the problems,including police training funds use uneven,training system is built but without proper management,and human resources is not optimal and structural imbalance,and innovation consciousness and innovation ability is insufficient,and the S-O growth strategy of Shandong Police College mainly focuses on thinking orientation and"human"factors;Facing the external environment where opportunities and threats coexist,Shandong Police College should break the barrier and innovate the concept,and raise the awareness of significance and urgency of in-office police training to a new level.Also,we need to solve the problem of"people"in the short and mid-and-long term.
