英国版权制度对我国版权制度改革的启示与借鉴

The Enlightenment and Reference of British Copyright System to the Reform of China′s Copyright System

文章采用文献资料、逻辑分析等方法,对英国版权制度改革进行了较为系统的分析,结果表明:作为最先制定版权法的国家,英国版权制度的优势主要体现在政府强有力的支持与推进、注重社会诉求、版权交易制度的创新和完善等诸多方面。英国成熟的版权制度和相关版权法案的规定,为新时代我国版权制度改革与发展带来有益启示与借鉴。为此,需要从适时增加法律修订,完善版权保护体系,加大数字化知识产权改革,保护各方利益为重要举措,以期更好地促进我国文化产业的良性发展和对外文化交流的深入开展。

Using the methods of literature and logic analysis, a systematic study on the reform of the copyright system in the British has been carried out. The result shows that, as the first country to enact copyright law, the advantages of the British copyright system are mainly reflected in the strong support and promotion of the government, the emphasis on social appeals, and the innovation and improvement of the copyright trading system. The mature copyright system and relevant copyright laws in the British bring useful enlightenment and reference to the reform and development of China’s copyright system in the new era. To this end, it is necessary to increase the legal revision from time to time, improve the copyright protection system;increase the digital intellectual property reform and protect the interests of all parties as an important measure, in order to better promote the sound development of China’s cultural industry and the extensive and in-depth development of foreign cultural exchanges.
