核心城区逆城镇化背景下郊区小城镇城镇化发展路径研究——以北京市顺义区杨镇为例

A Study on Urbanization Development Path of Small Towns in Suburban Areas under the Background of Counter-urbanization in Core Urban Areas-Taking Yangzhen Town in Shunyi District in Beijing as an Example

当前我国很多大城市核心城区在推进逆城镇化,与此同时,郊区小城镇则在大力推进城镇化。因此,对核心城区逆城镇化的原因和模式、郊区小城镇城镇化特点与传统发展路径进行了研究,并以此为基础,总结了大城市核心城区的逆城镇化对郊区小城镇城镇化的影响,提出了在核心城区逆城镇化背景下郊区小城镇城镇化的路径和措施:主要路径包括内源式与外源式发展并重;改变以“工业化引领城镇化发展”传统路径,探索多种引领城镇化的新的产业发展路径。具体措施包括做好供需匹配,做到资源精准对接;打造特色小镇,增大吸引力;培育承接能力,筑巢引凤;充分利用政策,借力发展。最后分析了在核心城区逆城镇化背景下北京顺义区杨镇的城镇化发展路径。

Many core urban areas of large cities in China are currently promoting Counter-urbanization,while small towns in suburbs are vigorously promoting urbanization.Therefore,this paper studies the cause and the pattern of counter-urbanization of core urbanareas,a nd the characteristics and development path of traditional urbanization of small towns in suburb.Based on this,the paper summarizes the impact of counter-urbanization of big cities on the urbanization of small towns,and puts forward the measures and the path of realizing the urbanization of small towns under such background.The main path focuses on both endogenous and exogenous development,which includes changing the traditional path of“industrialization-led urbanization”,and exploring a variety of new industrial development paths that will lead urbanization.The specific measures involve matching supply and demand to achieve accurate docking of resources,building characteristic towns to increase attraction,developing the carrying capacity to build the“Nest”for attracting the“Phoenix”,making full use of policies to develop.Finally,under the background of counter-urbanization of the core urban areas,this paper analyzes the development path to the urbanization of Yangzhen Town in Shunyi District in Beijing.
