乡村振兴战略中的我国地方政府绩效评估探析

Performance Evaluation of Local Government in the Strategy of Rural Revitalization

乡村振兴战略是解决我国“三农”问题的根本途径。地方政府在乡村振兴战略实施中始终居于主导地位,对地方政府在乡村振兴中的绩效进行评估,能够有力促进该战略的贯彻和落实。作为政府绩效评估核心的绩效指标设计必须以地方政府在乡村振兴中履行职能为依据,遵循导向性、科学性、系统性原则。其职能必须紧紧围绕乡村振兴战略五大主题,采用360度多元主体评估法,建立绩效评估结果信息沟通和运用平台,以便地方政府在乡村振兴中能更好地改进工作。

The strategy of rural revitalization is the fundamental way to thoroughly solve the“three rural problems”in China.Local governments always play a leading role in the implementation of the strategy.Therefore,evaluation of the performance of local governments in rural revitalization can effectively promote the implementation of the strategy.As the core of government performance evaluation,the design of performance indicators must be based on the functions of local governments in rural revitalization,and follow scientific principles.Its functions must be closely around the five topics of the strategy of rural revitalization.The 360-degree multi-subject evaluation method is adopted to establish a platform for communication and application of the results of performance evaluation,so that local governments can better improve their work in rural revitalization.
