新时代乡村治理法治化实践路径研究

On the Practice Path of Rural Governance Legalization in the New Era

乡村治理法治化是实施乡村振兴战略的必然选择,是健全乡村治理体系的重要保障,是国家治理现代化的关键领域。当前,乡村治理法治化面临乡村治理法律法规不健全、乡村法治文化建设不充分、乡村治理主体权责不明晰、乡村公共法律服务不完善的现实困境。因此要加强乡村治理法治化的法制保障、明晰乡村治理法治化的主体权责、优化乡村法治文化的供给能力、提升乡村公共法律服务的建设水平,力求建构新时代乡村治理法治化的范式。

Rural governance legalization is an inevitable choice for the implementation of the strategy of rural revitalization,an important guarantee for the improvement of the rural governance system,and a key area for the modernization of national governance.At present,it is faced with the realistic dilemma of imperfect laws and regulations,inadequate cultural construction,unclear rights and responsibilities of governance subjects,and imperfect public legal services.Therefore,it is necessary to strengthen the legal system,clarify the rights and responsibilities of the main body,optimize the cultural supply capacity,improve the construction level of public legal services,and strive to build the model of rural governance legalization in the new era.
