正值乾嘉之交,广东海域盗匪猖獗,而郑氏兄弟海盗集团就是粤洋海盗中的典型代表。彼时粤洋海盗的命运与西山政权之兴亡密切相关。受到西山政权建立的影响,郑氏兄弟海盗集团经历了由私家到官方的性质转变。投靠西山,不仅使其获得了巨大的名声和财富,而且为其提供了精良的武器和装备,以及完美的庇护场所。但是由于西山政权的陨落,郑氏兄弟海盗集团又重新沦为私家海盗。然而其并未就此衰落,反而以旗帮海盗的新形态重回粤洋,称霸一时。
