Stasis,State of Exception,and Emergence of New Empire

特朗普的上台实际上代表着全球化政治格局的衰落,也意味着一个新帝国时代的崛起。从阿甘本对stasis的政治范式的分析出发,将内战作为政治的基本格局,可以发现,政治哲学中的契约和立法仅仅是内战格局的结果,内战不仅奠定了梭伦改革的雅典政制的基础,也奠定了现代民主政体的基础,即内战确立了斗争派别之间的均势平衡,迫使诸派别相互妥协而签订契约。这样,自威斯特伐利亚公约以来的国际政治格局就是一种stasis的均势结构,但各方力量的平衡一旦被打破,形成例外状态,就必然导致从民主共和体制向帝国体制的过渡。今天全球化的衰落正是stasis的均势平衡被单一势力打破的结果,而这个单一势力正在试图建立与恺撒相同的事业,即让全球政治从共和状态向新帝国状态过渡。

Donald Trump becoming the president of USA marked the decline of globalized political structure,and represented the rising of new empire.Through the analysis of stasis by Agamben,the article considers stasis as a fundamental structure of politics.On the contrary,the contract and legislation in traditional political philosophy is the result of the stasis structure.Stasis helped to establish the Athens polis after Solon’s reformation,similarly,it also acts as a base of modern democratic polity,that is,stasis keeps a balance between different powers and parties,and forcing all the parties to sign an appropriate contract.Therefore,since the sign of Westphalia Convention,all the world political structures are balance based on stasis.Once the balance was broken and became a state of exception,it would be leading to a transition from democratic republic to empire.The decline of globalization today is also a result of which traditional political balance was broken through,and an extreme powerful force is attempt to build a grand enterprise as Caesar once did in history,that is to say,transferring the global politics from republic to new empire.
