关于中国平衡发展指数指标体系的构建

The Construction of China’s Balanced Development Index System

中国特色社会主义进入新时代,我国社会的主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。为定量研究我国发展的不平衡不充分问题,监测我国发展的不平衡不充分程度及其动态变化,本文在认真研究人民美好生活需要和不平衡不充分发展的科学内涵的基础上,构建了一个由经济发展、社会进步、生态环境、民生福祉4个领域,区域和城乡2个维度,共20个二级指标和49个三级指标组成的指标体系。本文重点阐述构建清华大学中国平衡发展指数指标体系的基本理论及其基本框架。

As socialism with Chinese characteristics has entered a new era,The principal contradiction facing Chinese society in the new era is that between unbalanced and insufficient development and the people’s ever-growing needs for a better life.In order to make a quantitative analysis on the unbalanced and insufficient development,evaluate its current level and dynamic changes,this paper constructs a balanced development index system from regional and urban-rural perspectives,which contains four parts,namely,economic development,social progress,ecological environment and people’s well-being on the basis of full understanding of the meaning of people’s needs for a better life and the unbalanced and insufficient development.Specifically,the index system consists of 20 secondary indicators and 49 tertiary indicators.This paper focuses on the basic theory and framework of Tsinghua University China Balanced Development Index System.
