Problems and Innovation of"Integrated Health and Social Care"for the Elderly

随着我国老龄化问题日益严峻,养老问题已经成为社会和政府不得不面对的重要议题之一。为有效地缓解中央和地方政府的养老压力,实现积极老龄化,认真研究分析相关文献,从多学科角度出发分析“医养结合”养老模式目前的发展现状和困境。目前,我国的养老面临供给主体单一、法律规范不健全、责任伦理与监管主体不清晰、缺乏专业人才、服务项目单一等问题。应注重改善政府治理结构,扬弃以往“中心-边缘”的治理结构模式,用多中心治理的有效模式创新我国的“医养结合”养老实践。

With the increasingly serious aging problem in China,the elderly care has become one of the important issues that the society and the government have to face.To effectively alleviate the pressure of elderly care of the central and local government,and achieve active elderly care,this study reviewed the related literature,and investigated the elderly care mode of integrated health and social care from multidisciplinary perspective.At present,the elderly care in China is faced with a single main body of supply,imperfect legal norms,unclear responsibility ethics and regulatory agencies,lack of professionals and single service items.We should pay attention to improving the government governance structure,discard the previous"center-edge"governance structure model,and use the effective model of multi-center governance to innovate"integrated health and social care"in the elderly care practice in China.
