从“老有所养”到“老有颐养”:新时代养老服务供给的目标转向

为探究新时代养老服务供给的新趋势,在梳理党的相关重要论述的基础上,提出新时代养老服务供给的目标转向。在新时代之下,养老服务供给迎来新变化。从"老有所养"向"老有颐养"的目标转变是新时代养老服务供给的新命题。这一目标转变是全面建成小康社会的组成部分、践行"以人民为中心"思想的内在要求和经济社会高质量发展的应有之义。展望至本世纪中叶,从现在到2021年、2021年到2035年、2035年到本世纪中叶三个阶段应采取"三步走"方略,全面建成中国特色养老服务体系,最终全面迈向"老有颐养"。

In order to explore the new trend of the supply of old age service in the new era,on the basis of combing the relevant important discussions of the Communist Party of China,the paper puts forward the goal of the supply of old age service in the new era.In the new era,the supply of old age service ushered in new changes.It is a new proposition for the supply of old age service in the new era to change the goal from"providing for the elderly"to"quality of life for the elderly".This goal transformation is an integral part of building a well-off society in an all-round way,the inherent requirement of practicing the thought of"people as the center"and the due meaning of high-quality economic and social development.Looking forward to the middle of this century,from now to 2021,2021 to 2035,2035 to the middle of this century,we should take the"three-step"strategy,build a comprehensive old age service system with Chinese characteristics,and finally move towards"quality of life for the elderly".
