基于科技与经济融合特征的河北省区域创新体系建设模型构建

Construction of Regional Innovation System Construction Model in Hebei Province Based on the Integration Characteristics of Science-technology and Economy

区域创新体系建设是实现区域经济高质量发展和实施创新驱动发展战略的重要任务。多年来,河北省区域创新体系建设滞后,创新投入、创新绩效、创新能力“三偏低”问题突出,与经济大省地位不相称。以河北省创新体系现状和建设需求分析为基础,以区域创新体系类型分析为特色,结合区域创新体系内涵以及组织系统模型,创新性地从理念、结构、运行和绩效四个方面构建了一个理念合理、结构完善、运行顺畅、绩效良好的强化型区域创新体系建设模型,为促进河北省区域创新体系建设、提高区域创新能力提供理论参考。

It is an important task to construct regional innovation system,which can realize the high quality development of regional economy and implement the innovation driven development strategy.Over the years,the construction of regional innovation system in Hebei Province has lagged behind,and the problems of"three low"of innovation input,innovation performance and innovation ability are prominent,which are not commensurate with the status of a major economic province.Based on the analysis of the current situation and construction demand of innovation system in Hebei Province,with the characteristics of the type analysis of regional innovation system,combined with the connotation of regional innovation system and the organizational system model,this study creatively constructs an enhanced regional innovation system construction model with reasonable concept,perfect structure,smooth operation and good performance from four aspects of concept,structure,operation and performance so as to provide theoretical reference for promoting the construction of regional innovation system and improving regional innovation capacity in Hebei Province.
