县域初中教育资源配置绩效评价研究

Research on Performance Evaluation of County Areas Resources Allocation of Junior Middle School Education

现有的研究由于没有剔除地区间生均教育成本的差异,不能客观反映地区间教育资源配置效率的真实水平。拟从地区间生均初中教育成本差异的视角,构建生均教育投入指数,基于各种生均教育投入指数与教育资源配置的效率存在负相关的关系,采用投入导向型的DEA模型,研究在培养既定学生数量下,初中教育资源投入是否有效、是否存在投入拥挤及拥挤程度如何等问题。从资源配置结构方面分析其成因,有些地区初中教育资源配置结构不够优化,有些地区人力、财力、物力资源配置上绩效不高。提出分类建立初中教育资源配置的激励和约束机制。

The existing research can not objectively reflect the real level of the efficiency of educational resource allocation among regions because it does not eliminate the difference of the average cost of education between regions.This paper intends to construct the per capital education input index from the perspective of the differences in the cost of junior high school education among different regions.Based on the negative correlation between the average education input index and the efficiency of education resource allocation,and by using the input-oriented DEA model,this paper studies the problems whether the junior high school education resources investment is effective,whether there is investment crowding and the crowding degree under the given number of students.From the aspect of resource allocation structure,this paper analyzes its causes.In some areas,the allocation structure of junior high school education resources is not optimized enough.And in some other areas,the perfomance of human,financial and material resources allocation is not high.Therefore,it is suggested that the incentive and constraint mechanism should be established to classify the allocation of junior middle school education resources.
