Standard is an important part of the National Quality Infrastructure(NQI), representing the "soft" power of an organization, region and country, as well as governance ability and technical quality level. How to evaluate this kind of "soft" power is one research area in the standardization field. Based on the "Standards Development Contribution Index" [1], the series of articles use accurate and massive standards information data of the National Standards Library to analyze the situation of standards development in key areas. This article focuses on Zhejiang Province.
