政策视域中的大学生创新创业与就业

Research on Innovation,Entrepreneurship and Employment of College Students from the perspective of Policy

大学生是最具创新、创业潜力的群体之一。数据显示,2019年中国普通高校毕业生达834万人,创历史新高,而同年参加高考的报名人数更是高达1031万人,以大学生为主体的就业问题是巨大的现实压力。解决好大学生就业问题,既关系到社会的稳定和持续发展,更体现了对个人价值的尊重和对社会人力资源的合理配置。自2015年开始,中国政府出台了《国务院办公厅关于深化高等学校创新创业教育改革的实施意见》(国办发〔2015〕36号)、《关于大力推进大众创业万众创新若干政策措施的意见》(国办发〔2015〕32号)等一系列政策性文件,对促进大学生创新创业与就业起到了很好的效果。本文旨在探讨大学生创新创业与就业政策的发生背景和效能得失,并据此提出若干建议。

College students are one o f the groups with the most potential for innovation and entrepreneurship.According to the statistic,in 2019,the number o f Chinese college graduates has reached 8.34 million,which hit on a record high.In the same year,the number o f applicants for the college entrance examination was as high as 10.31 million.It can be seen that resolving employment problem with college students as a main body is not only a huge real problem but the pressure will continue to exist.Solving the problem o f college students'employment is not only related to the stable and sustainable development of the society,but also reflects the respect for personal values and the rational allocation o f social human resources.Since 2015,the Chinese government has issued a series of policies such as the“Implementation on Deepening the Reform o f Innovation and Entrepreneurship Education in College”and the“Opinions on Promoting Certain Policies and Measures for Mass Entrepreneurship and Innovation”and the policies have achieved good results.This paper aims to explore the background and efficiency o f college students'innovation and entrepreneurship and employment policies,and put forward some suggestions accordingly.
