安全情报视域下安全管理模式探讨

Thoughts on Safety&Security Management Modes from the Perspective of Safety and Security-related Intelligence

安全生产事故频发的主要原因是安全管理失效,而安全情报作为一种具有重要价值的安全信息资源,不仅可以为安全管理实施过程提供可靠的安全证据,而且能够提高系统安全管理水平。文章立足于安全情报的基础理论,分析了安全情报在安全管理中的作用并重塑安全情报的基本要素;在此基础上,针对安全情报视域下的安全管理模式,安全情报作用下的安全管理决策过程,安全管理模式的内涵、价值与应用前景等问题进行深入系统的研判。结果表明,安全情报对安全管理实施过程具有重要的支撑和引导作用,安全管理模式则有利于推动安全管理的智能化发展。

The main reason of frequent accidents in safety production is the failure of safety&security management(SM).As an important safety information resource,safety&security in telligence(SI)can provide reliable safety evidence for the implementation of SM,and then effectively improve the level of system SM.Based on the basic theory of SI,this paper analyzes the value of SI in SM,and reshapes the basic elements of SI.On this basis,the paper puts forward the SM mode from the perspective of SI,in order to reveal the SM decision-making process under the role of SI;at the same time,it discusses the connotation,value significance and application prospect of security management mode.The results show that security in formation plays an important role in supporting and guiding the implementation of SM.At the same time,the SM mode proposed in this paper is conducive to promoting the intelligent development of SM,which is of great significance.
