中国特色社会主义制度意识是民众的制度认知、制度自觉、制度自律和制度自信的有机统一,既是政治实践性与动态稳定性的统一,也是历史经验总结和现实发展需要的统一;既是制度尊崇、制度执行、制度自强的统一,也是一般制度意识和个别制度意识的统一。制度意识对于全面深化改革、塑造良好政党形象、推进国家治理体系和治理能力现代化、促进社会主义市场经济持续健康发展和社会主义先进文化建设具有积极意义。完善中国特色社会主义制度、构建系统科学和运行有效的制度体系,严格制度执行、对违反制度“零容忍”,加强思想教育,筑牢制度意识之精神堤坝,加强制度理论研究和宣传教育、形成中国特色制度话语,是提升民众中国特色社会主义制度意识的路径选择。

The institutional consciousness of socialism with Chinese characteristics is the organic unity of people’s system cognition,institutional consciousness,system self-discipline and system self-confidence. It can be summarized as the unity of political practice and dynamic stability,as well as the unity of historical experience summary and realistic development needs. It is not only the unity of system respect,system implementation and system self-improvement,but also the unity of general "institutional consciousness"and individual"institutional consciousness". In terms of social functions,it is of positive significance to comprehensively deepening reforms,building a good political party image,promoting the modernization of governance system and governance capacity,and the sustained and healthy development of social market economy with Chinese characteristics,and driving the construction of advanced socialist culture. We should construct scientific and effective system through perfecting the socialist system with Chinese characteristics,strictly implement the system and give zero tolerance for violating it,combine ideological work and system construction to build up a firmly dam of institutional consciousness,and strengthen the research on institutional theory and enhance propaganda and education to form the institutional discourse of Chinese characteristics,which is the path choice of promoting people’s institutional consciousness of socialism with Chinese characteristics.
