医疗卫生事业的发展是社会发展的一个重要组成部分,医疗质量的好坏事关患者的生命健康和人类文明的进步。而医疗行为又伴随着高度的风险性,医疗事故的发生难以避免。1949-1959年,郑州市的医疗卫生事业呈现出新的生机与活力。在全市范围内积极组织医务人员医德和政治思想的教育、颁布一系列健全医疗事故处理法规条例、努力提高医疗技术、开展反积压反浪费医疗事故展览会、加强对医疗机构的领导与管理等措施,使医疗事故得到公开、公平、公正、及时、便民的处理。这些措施不仅消减了新中国成立初期郑州市的医疗事故,培养医务人员树立高尚的医德,也进一步完善了郑州市医疗事故的防范制度,更妥善地化解医患矛盾,维护社会秩序,推动新中国建设事业稳步向前发展。

The development of medical and health care is an important part of social development.The quality of medical treatment is related to the life and health of patients and the progress of human civilization.And the medical behavior is accompanied by high risk;the occurrence of medical accidents is inevitable.From 1949 to 1959,the medical and health services in Zhengzhou showed new vitality.And actively organized the education of medical ethics and political ideology of medical personnel in the whole city,issued a series of laws and regulations to improve the treatment of medical accidents,strived to improve medical technology,carried out the exhibition of anti-backlog and anti-waste medical accidents,strengthened the leadership and management of medical institutions and other measures,so that medical accidents could be handled openly,fairly,timely and convenient for the people.These measures not only reduced the medical accidents in Zhengzhou City in the early days of the founding of new China,trained medical personnel to establish noble medical ethics,but also further improved the preventive system of medical accidents in Zhengzhou City,more properly resolved the contradictions between doctors and patients,maintained social order,and promoted the steady development of the construction of new China.
