政策工具视角下国家职业教育改革试验区建设政策研究 被引量:1

Research on the Construction Policy of National Vocational Education Reform Pilot Zone from the Perspective of Policy Tools

摘要 以12个国家职业教育改革试验区政策文本为研究对象,基于罗斯维尔、泽福尔德的政策工具和职业教育改革试验的基本要素,构建了二维分析框架。以分析框架构建、文本内容编码、统计分析为主要研究线索,结合内容分析法,分别从X维度、Y维度、X维度与Y维度交叉效应等三个方面,对职教改革试验区建设政策进行了研究,发现职教改革试验区建设政策的工具使用存在失衡、笼统、不足、短视等问题。据此提出未来国家职业教育改革试验区建设政策建议,即深虑政策工具的环境;优化政策工具的组合;注重政策工具的持续;强化政策工具创新性。 Taking the policy texts of 12 national pilot zones of vocational education reform as the research object,and constructs a two-dimensional analysis framework based on Roswell's and Zefford's policy tools and the basic elements of vocational education reform experiment.With the analysis framework construction,text content coding and statistical analysis as the main research clues,and the content analysis method,the paper studies the construction policy of the pilot area of vocational education reform from the X dimension,Y dimension,X dimension and Y dimension,respectively.It finds that there are some problems in the use of tools in the pilot area of vocational education reform,such as imbalance,generality,shortcomings and shortsightedness.Based on these,the suggestions are put forward for the future national construction policy of the pilot area of vocational education reform.That is,deeply consider the environment of policy tools,optimize the combination of policy tools,pay attention to the sustainability of policy tools,and strengthen the innovation of policy tools.
