面向海外非战争军事行动的网络信息技术需求

Requirements of Network Information Technologies for Overseas Non-combat Military Operations

以"一带一路"倡议为主线和背景,以及支撑我军海外非战争军事行动为目标,从区域立体化网络覆盖、沿线重点区域态势感知、多样化任务指挥与控制和海外行动综合保障等方面,分析了网络信息体系能力需求。围绕网络通信、探测感知、情报态势、指挥控制和保障运维等内容,提出了网络信息技术的发展思路和重点,并形成关键技术体系。基于此,规划了网络信息技术发展路线,为下一代网络信息体系项目立项、建设和评估提供参考。

To support our overseas non-combat military operations under the Belt and Road initiative,the demand of network information technology capabilities is analyzed in the aspects of regional network communication coverage,situational awareness in key areas,diversified mission command and control as well as comprehensive support for overseas operations.Focusing on network communication,detection and perception,intelligence situation,command and control,operation and maintenance,the development philosophy and priorities of network information technology are proposed,and a key technology system is formed.On this basis,the development roadmap of network information technology is planned,and the reference for establishing,constructing and evaluating the next generation network information system project is provided.
