Progress and Prospect of the Reform of Pollutant Emission Permit System

"构建以排污许可制为核心的固定污染源监管制度体系"被明确写入党的十九届四中全会审议通过的《中共中央关于坚持和完善中国特色社会主义制度推进国家治理体系和治理能力现代化若干重大问题的决定》,这是我国首次在国家层面确定排污许可制度在固定污染源监管制度体系中的核心地位,具有里程碑意义。本文在对排污许可制度改革进展情况和面临形势分析的基础上,对排污许可制度改革进行了展望。

"Setting the pollutant emission permit system as the core of stationary pollution source regulatory system"is clearly written into the Decision of the CPC Central Committee on Adhering to and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Capacity during the Fourth Plenary Session of the 19 th CPC Central Committee. This is the first time to determine the pollutant emission permit system as the core status of the stationary pollution source regulatory system at the national level,which is of landmark significance. Based on the analysis of the progress and situation of the reform of the pollutant emission permit system,this paper gives a prospect for the reform of the pollutant emission permit system.
