Study and Discussion on Solid Waste Management Through Pollutant Emission Permit System

将固体废物纳入排污许可管理,是全面支撑打好打赢污染防治攻坚战,进一步提升固体废物管理效能,落实"一证式"综合管理的必然要求。通过分析我国固体废物管理现状和国外固体废物排污许可管理经验,文章识别了我国固体废物纳入排污许可管理的关键问题,并从法律支撑、管理内容、管理思路及步骤等方面提出了针对性建议。

Promoting solid waste included into pollutant emission permit management is the inevitable requirement to support the strong battle of pollution prevention and control,the demand of improving solid waste management efficiency,and the request to implement"Onepermit"management. Based on the analysis of the problems in solid waste management in China and research on foreign experiences,key issues of solid waste permit have been identified,and then,specific advices in terms of laws and regulations,management contents,methods and process have been proposed.
