基于农户意愿调查的宅基地整理潜力测算——以湘乡市11个村为例

Calculation of Homestead Consolidation Potential Based on Survey of Farmers'Willingness:Taking 11 Villages in Xiangxiang City as an Example

本文以湖南省湘乡市村庄规划11个试点村为例,通过问卷调查,得到参与主体对宅基地整理的意愿数据,结合自然及区位、社会经济等方面限制因素,运用人均宅基地标准法和多因素综合评价法,测算出11个村的宅基地整理现实潜力。村庄规划将11个村划分为城郊融合类、特色保护类、拆迁撤并类、集聚提升类和其他类5种类型。本文通过比较5种类型村庄的整理潜力测算结果,得出以下结论:11个村平均理论潜力占宅基地总面积的39.70%,现实潜力占理论潜力的72.62%。不同类型的村庄整理潜力存在较大差异,拆迁撤并类和集聚提升类村庄理论潜力较大,城郊融合类与其他类村庄理论潜力较小。城郊融合类和集聚提升类村庄自然及区位和经济限制性较小,农户整理意愿相对更低,现实潜力较小;而拆迁撤并类、特色保护类和其他类的村庄自然及区位和经济限制性较大,但农户整理意愿更为强烈,现实潜力较大。

This paper takes 11 pilot villages in Xiangxiang city,Hunan province as an example.Through questionnaire survey,the data of willingness of participants to organize their homesteads is obtained.Combining the constraints of nature,location and social economy,the standard of per capita homestead is used.The method and multi-factor comprehensive evaluation method are used to calculate the realistic potential of the homesteads of 11 villages.The village plan divides 11 villages into five types:suburban villages,characteristic protected villages,demolition villages,gathering villages and other types of villages.By comparing the results of the consolidation potential of five types of villages,this paper draws the following conclusions:the average theoretical potential of 11 villages accounts for 39.70%of the total housing area,and the actual potential accounts for 72.62%of the theoretical potential.There are great differences in the sorting potentials of different types of villages.The theoretical potential of demolition villages and gathering villages is relatively large,and the theoretical potential of suburban villages and other types of villages is small.Suburban villages and gathering villages are less natural and location-restricted,less willingness for farmers to organize,and less realistic potential.However,the demolition villages,characteristic protected villages and other types of villages are more natural and location-oriented and economically restrictive,but farmers’willingness to organize is stronger and the potential for reality is greater.
