新时期涪陵区水利工程建设质量监督工作的实践与思考

Practice and thinking of water conservancy project construction quality supervision work in Fuling area during new period

水利部提出了“水利工程补短板、水利行业强监管”新时期水利改革发展总基调。质量监督作为水利行业工程建设质量监管的最后屏障,面临新的机遇与挑战。本文通过总结重庆市涪陵区以抓质量监督促进全区水利工程建设质量提升的实践经验,提出了加强质量监督机构能力建设、完善质量管理制度、重构监督管理体制、创新质量监督方式等措施和加强水利工程质量监督工作的建议,供其他地区质量监督工作参考。

Ministry of Water Resources puts forward the general keynote of water conservancy reform and development in the new era,namely“reinforcing the shortcomings of water conservancy projects and strengthening supervision of water conservancy industry”.The practical experience of Chongqing Fuling District to promote water conservancy engineering construction quality improvement in the whole district through controlling quality supervision is summarized in the paper,thereby the following measures and suggestions to strengthen water conservancy engineering quality supervision work are proposed:strengthening of the institutional capacity construction of quality supervision,perfection of quality management system,reconstruction of supervision and management system,the innovation of quality supervision mode,etc.,thereby providing reference for quality supervision work in other areas.
