发展型社会政策视角下乡村振兴路径分析

Analysis of the path of rural revitalization from the perspective of development-oriented social policy

党的十九大提出实施乡村振兴战略,是我国社会主要矛盾已经改变的情况下,国家顺应广大农民对美好生活的向往,实现全面建设社会主义现代化国家的重要任务。实现全面现代化,乡村振兴是重中之重。现阶段该如何促进乡村的振兴,又该在何种政策理论指导下实施乡村振兴,是值得思考的问题。社会政策作为一种政府解决社会问题的手段和措施,在乡村振兴过程当中发挥着重要的作用;而发展型社会政策因其注重经济与社会协调发展、注重人力投资等特点,对于实现我国乡村振兴有着很好的适用性和一致性。在这种方向的牵引下,在发展型社会政策理论指导下,采取投资于人力资本,开发特色产业,组织生态、文化振兴统筹发展是实现乡村振兴的重要路径。

The 19th National Congress of the Communist Party of China put forward the implementation of the strategy of rural revitalization, is the main contradiction of our society has changed, the country conforms to the vast number of farmers’ yearning for a better life, to achieve the important task of building a modern socialist country in an all-round way. To achieve comprehensive modernization and the revitalization of the countryside is a top priority. So, how to promote the revitalization of rural areas at this stage, and under the guidance of what kind of policy theory should implement rural revitalization, is worth thinking about. Social policy, as a means and measures of government to solve social problems, also plays an important role in the process of rural revitalization, while development-oriented social policy has a good applicability and consistency for the realization of rural revitalization in China because of its emphasis on the coordinated development of economy and society and human investment. Under the traction of this direction, the author wants to analyze how to realize the rural revitalization under the guidance of the development-oriented social policy theory, and where is the outstanding significance of the development-oriented social policy to the rural revitalization?
