事业单位机构数量增长的影响因素与改革策略研究——基于31省份和49地级市面板数据的分析

A Study on the Influencing Factors and Reform Strategies of Number Growth of Public Institutions in China——An empirical analysis based on panel data of 31 provinces and 49 prefecture-level cities

通过对2010年-2017年31个省级区域内动态面板数据、2012年-2017年3省份49个地级市区域动态面板数据的分析,得出实证研究结论:政府机构增长与事业单位数量增长具有显著的正相关关系;社会组织与事业单位并非是替代发展关系,两者在数量规模变化上具有显著正相关关系;城镇化与事业单位数量增长具有负相关关系;对于地级市而言,经济增长与事业单位数量增长具有显著的正相关关系。基于上述实证研究结论,对推进事业单位改革与发展的策略进行了思考与展望。

Through the analysis of the dynamic panel data of 31 provincial-level regions from 2010 to 2017 and the dynamic panel data of 49 prefecture-level cities in the three provinces from 2012 to 2017,the empirical conclusions are drawn:there is a significant positive correlation between the growth of government institutions and that of public institutions;NGOs and public institutions are not alternative development relations,and there is a significant positive correlation between the growth of NGOs and public institutions;urbanization has a negative correlation with the number of public institutions.For prefecture-level cities,economic growth has a significant positive correlation with the growth in the number of public institutions.Based on the conclusions of the above empirical research,it has considered the strategy of promoting the reform and development of public institutions in China.
