地方高校筹资影响因素及对策研究

The Influencing Factors and Countermeasures of Financing in Local Universities

从国家、高校、社会三个层面对地方高校筹资影响因素分类,建立高校筹资影响因素理论模型并进行实证检验。实证研究结果表明:地方高校经费来源主要包括政府财政拨款、校办产业资上交款、学杂费收入、社会资金和银行贷款五个方面。其中地方高校财政拨款主要受高等教育成本、在校生规模和高校发展绩效等因素的正向影响;学杂费主要受在校生规模、高校间区域差异、高校的类别等因素影响;社会资金主要受高校筹款与管理机制、高校对待募捐态度的影响。

This paper classifies the influencing factors of local university financing from the levels of the state, universities and society, and establishes a theoretical model for influencing factors of university financing. The results show that the sources of university funds mainly include government financial allocation, school-run industrial capital funds, tuition and fees, social funds and bank loans. Among them, the government financial allocation is mainly influenced by the cost of higher education, the size of students and the performance of local universities;tuition and fees are mainly influenced by the size of students, regional differences among universities, and the types of universities;social funds are mainly influenced by the fund-raising and management mechanism of colleges and universities, and the attitude of colleges and universities towards fund-raising.
