作为新时代经济工作主线的“供给侧结构性改革”,是应对社会主义市场经济中面临的过剩性产能问题的方案。它完全不同于西方经济学供给学派的观点和主张,在思想上与政策上对马克思主义政治经济学和世界经济学的理论与实践都作出了新贡献。其思想上的新贡献主要表现在确立以人民为中心的根本价值导向,以新发展理念为经济建设的遵循原则,以从速度型增长到高质量发展的转变为经济政策目标,以社会主义初级阶段基本经济制度为社会条件;其在具体政策的新贡献包括“三去一降一补”、脱贫攻坚、发展科学技术供给、提高劳动者素质等一系列具体政策内容与实施方式,并且随着实践的发展而不断发展。

As the principal line of the economic work in the new era,“supply-side structural reform”is the scheme to solve the problem of excess capacity in socialist market economy.This reform is completely different from the solutions provided by the western supply-side economics and makes a new contribution in theory and practice both for Marxist political economy and world economics.Its theoretical contribution lies mainly in its people-centered approach,its new development philosophy,its policy objective of achieving the transformation from rapid growth to high-quality development,and its institutional foundation of China s basic economic system in the primary stage of socialism.Its practical contributions are a series of policies and measures which are constantly developing in practice,including cutting overcapacity,reducing excess inventory,deleveraging,lowering costs,strengthening areas of weakness,making decisive progress in the fight against poverty,promoting the development of science and technology,improving the knowledge and skills of workers,and so on.
