摘要 提取基本建设全过程中的廉政风险点,注重设计、招标、实施和结算四个高风险阶段,引进霍尔三维结构理论,即时间维、逻辑维、知识维,将四阶段和三维逻辑步骤结合起来,形成12个元素组成的廉政风险控制的活动矩阵,进而更加全面地掌握基本建设全过程廉政风险控制的具体内容和相关细节,实现廉政风险控制不留死角和动态运行。 It extracts the integrity risk points in the whole process of capital construction,pays attention to the four highrisk stages of design,bidding,implementation and settlement,introduces Hall’s three-dimensional structure theory,that is,time dimension,logic dimension and knowledge dimension,combines the four-stage and three-dimensional logic steps to form an activity matrix of integrity risk control composed of 12 elements,and then masters the integrity of capital construction more comprehensively. The specific content and relevant details of the process integrity risk control can realize the integrity risk control without any dead space and dynamic operation.
