山东省烟台市农业综合行政执法改革现状分析

Analysis on the Reform of Agricultural Comprehensive Administrative Law Enforcement in Yantai City of Shandong Province

农业综合行政执法改革是新一轮党和国家机构改革的重要任务。为了解改革推进情况,对烟台市农业综合行政执法改革中的机构设置、执法主体、机制建设等内容进行了分析。烟台市通过执法改革,推动了农业农村系统内部管理机制建设,强化了以"互联网+"为创新点的信息化建设,完善了部门间联动合作机制。但改革也存在执法人员身份尴尬、执法保障不足、执法体制机制不畅等痛点。这提示应进一步明确农业执法人员身份,强化农业执法经费保障,整合建立专门的农业综合执法队伍,进一步理顺不同层级的执法职责等。

The reform of agricultural comprehensive administrative law enforcement is an important task in newround institutional reform of Communist Party of China(CPC)and the country. In order to make clear its progress in Yantai City,relevant information during reform was analyzed in the aspects of institution structuring,subject of law enforcement,mechanism construction,etc. It was found that the construction of internal management mechanism of agricultural and rural system was pushed forward,the informatization construction with the innovation point of"Internet +"was strengthened,and the linkage mechanism among different departments was improved. However,some problems were also encountered,such as,embarrassed status of law enforcers,insufficient guarantee and hindered system for law enforcement. Therefore,some suggestions were put forward,including explicitly stating the identities of law enforcers,increasing fund guarantee for agricultural law enforcement,integrating and establishing a special team in this field,as well as further clarifying responsibilities for law enforcement at different levels.
