煤矿安全质量标准化工作是煤矿企业的基础工程、生命工程和效益工程,是构建煤矿安全生产长效机制的重要措施,是我国煤炭行业借鉴国内外先进的安全质量管理理念、方法和技术,经过多年实践探索,逐步发展形成的一整套安全质量管理体系。深入开展煤矿安全质量标准化达标创建工作,是落实党中央、国务院关于煤炭工业安全发展、科学发展的必然要求,是全国煤矿在安全生产过程中达成的共识,是强化煤矿安全基础工作、保障煤矿生产安全的重要手段。

The standardization of coal mine safety and quality is the basic engineering, life engineering and benefit engineering of coal mine enterprises. It is an important measure to build a long-term mechanism of coal mine safety production. It is a set of safety and quality management system that China’s coal industry has gradually developed after years of practice and exploration, drawing lessons from advanced safety and quality management concepts, methods and technologies at home and abroad. To carry out the establishment of coal mine safety and quality standardization in depth is an inevitable requirement of the CPC Central Committee and the State Council for the safety development and scientific development of the coal industry,a consensus reached in the process of coal mine safety production throughout the country,and an important means to strengthen the basic work of coal mine safety and ensure the safety of coal mine production.
