坚持和完善党和国家监督体系,强化对权力运行的制约和监督,是推进国家治理体系和治理能力现代化的战略举措。加强人大对监察委的监督也是坚持和完善人民当家作主制度体系的应有之义。按照《宪法》《立法法》《国家监察法》《监督法》的规定,人大对监察委的监督应包括听取和审议工作报告、执法检查、询问和质询、合宪性审查和备案审查等多种形式。为促成国家监察制度的更加成熟、更加定型,按照功能优化的原则,厘清监察委独立行使职权与人大监督之间的关系,这是监察理论研究中需要持续努力的一个重大课题。

Adhering to and improving the supervision system of the CPC and the state and strengthening the restriction and supervision of the power operation are strategic measures to promote the modernization of the system and capacity of state governance.Strengthening the supervision of the NPC over the supervisory committee is also the proper meaning of upholding and improving the system of peoples ownership.In accordance with the provisions of the Constitution,the Legislative Law,the National Supervision Law and the Supervision Law,the supervision of the NPC over the Supervisory Committee should include various forms such as hearing and reviewing working reports,inspection of law enforcement,enquiry and query,constitutional review,filing review,etc.In order to make the National supervision system more mature and more fixed,according to the principle of function optimization,clarify the relationship between the independent exercise of the supervisory committee and the supervision of the National Peoples Congress,which is a major topic that needs continuous efforts in the theoretical research of supervision.
