科技金融政策对科技企业创新能力的影响研究——以天津市为例

The effect of science and technology financial policy on the innovation ability of science and technology enterprise--Case study of Tianjin

在对2008-2016年天津市及其区县的科技金融政策和科技企业创新能力进行描述性分析的基础上,采用熵值法计算16个区县的科技金融政策指数和科技企业创新能力指数并进行较为合理的排序。选取灰色关联分析方法构建灰色关联度模型,得到天津市科技金融政策与科技企业创新能力的灰色关联度矩阵并进行优势分析。研究结果显示:滨海新区、西青区、东丽区和南开区的科技金融政策水平和科技企业创新能力位居前列,静海区、和平区和蓟州区等排名靠后;天津市科技金融政策对企业创新能力有明显的促进作用,其中科技企业孵化器数量是最优因素。最后根据研究中发现的问题提出了针对性建议。

On the basis of descriptive analysis of science and technology financial policy and innovation ability of science and technology enterprises in Tianjin and its districts from 2008 to 2016,the entropy method is used to calculate the index of science and technology financial policy and the index of innovation ability of science and technology enter-prises in 16 districts of Tianjin.The grey correlation degree model is constructed,and the grey correlation degree matrix of science and technology financial policy and innovation ability of science and technology enterprises in Tianjin is obtained,and the analysis of advantage is carried out.The results show that Binhai New Area,Xiqing district,Dongli district and Nankai district top the list in the level of science and technology financial policy and innovation ability of science and technology enterprises while Jinghai district,Heping district and Jizhou district rank behind in the list.Tian-jin’s science and technology financial policy has obvious promoting effect on innovation ability of enterprises,in which the number of science and technology enterprise incubator is the best factor.Finally,some suggestions are put forward according to the problems found in the study.
