强化城市社区民宿监管的必要性与对策

The Necessity and Countermeasure of Strengthening the Supervision of Urban Community Homestay

大众旅游背景下,民宿作为一种利用自家闲置房屋,提供多种特色服务的接待设施,极大地促进城乡经济、社会和文化发展。随着国家大力支持民宿发展政策出台,城市人口流动不断增加,民宿行业呈积极发展态势,但各地政府对民宿行业的监管实施方案尚不完善。鉴于城市社区民宿地域较为分散,各部门难以进行有效监管,论文借鉴国外发达国家成功经验,提出完善法律法规、加强行业监管等对策,切实解决社区民宿发展带来的各种隐患。

Under the background of mass tourism,homestay,as a reception facility that uses its own idle houses to provide a variety of special services,greatly promotes the economic,social and cultural development of urban and rural areas.With the introduction of national policies to support the development of homestay,urban population mobility continues to increase,the homestay industry shows a positive development trend,but the supervision and implementation plan of the local government on the homestay industry is not perfect.In view of the scattered urban community home stay facilities,it is difficult for all departments to carry out effective supervision.Based on the successful experience of developed countries,this paper put forward measures such as improving laws and regulations,strengthening industry supervision,and effectively solving various hidden dangers brought about by community residential development.
