水利水电工程施工安全管理探讨

Discussion on Construction Safety Management of Water Conservancy and Hydropower Projects

为保证水利水电工程施工的安全,应做好施工各环节的安全管理工作。对此,本文结合水利水电工程施工安全的主要影响因素,分析了水利水电工程施工安全管理的基本原则,认为在水利水电工程施工安全管理中,应遵循预防为主、安全为首、全面管理及长效性的基本原则。同时,提出加强水利水电工程施工安全管理的措施,即重视施工质量安全,做好基础施工阶段的安全工作;完善安全管理机构,加大施工安全管理的各方面投入力度;培养工作人员的安全意识、保持良好的施工环境;制定安全管理规范,加强作业现场的安全管理。

In order to ensure the safety of water conservancy and hydropower engineering construction,the safety management of each construction link should be done well.In this paper,combined with the main influencing factors of the construction safety of water conservancy and hydropower projects,the basic principles of the construction safety management of water conservancy and hydropower projects were analyzed,and the basic principles of prevention first,safety first,overall management and long-term effect should be followed in the construction safety management of water conservancy and hydropower projects.At the same time,it put forward the measures to strengthen the construction safety management of water conservancy and hydropower projects,that is,pay attention to the construction quality and safety,do a good job in the basic construction stage of safety work;improve the safety management organization,increase the investment in all aspects of construction safety management;cultivate the safety awareness of the staff,maintain a good construction environment;formulate safety management specifications,and strengthen the safety management of the operation site.
