农村集体资源性资产产权制度改革实践观察——以陕西榆林市榆阳区为例

Practice Observation on the Property Right System Reform of Rural Collective Resource Assets--A Case Study of Yulin City of Yuyang District,Shaanxi Province

中国农村集体产权制度改革已进入“扩面提速集成”试点阶段,资源性资产产权制度改革逐渐成为主要趋势。以陕西省资源性资产产权制度改革试点区榆林市榆阳区为例,从成员界定、资产量化以及股权设置3个关键环节介绍了该地区农村资源性资产集体产权制度改革的主要做法;分析了该地区资源性资产产权制度改革的主要成效,指出了存在的主要问题。最后,从加快建立健全农村集体产权制度改革相关配套立法进程、拓宽农村集体经济发展路径以及探索完善农村股权权能新方式等方面提出了促进农村集体资源性资产产权制度改革的对策建议。

The reform of China's rural collective property rights system has entered the pilot stage of"expanding,speeding up and integrating"and the reform of the property rights system of resource assets has gradually become the main trend.Taking Yuyang district of Yulin city as an example,firstly the main reforms of the collective property right system of rural resource assets in Yuyang were introduced from three key links including member definition,asset quantification and equity establishment.Then the main achievements of the property right system reform of resource assets were analyzed and the main problems were pointed out.Finally,some suggestions on promoting the reform of rural collective capital assets were put forward from aspects of accelerating the establishment and improvement of legislation related to the reform of rural collective property rights system,broadening the development path of rural collective economy,and exploring new ways to improve rural equity rights and so on.
