本质安全建设实践方法研究(2)--理念引领的重要意义

Research on Practice Method of Intrinsic Safety Construction(2)--The Significance of Idea Leading

通过对事故机理特性与安全管理复杂多变性的分析,提出了应以"安全第一"思想作为安全管理的第一级理念,以"人本管理、风险管理、系统管理"作为第二级理念,并将其分解转化为简单、易懂和具有可操作性的第三级理念(具体要求),目的是将抽象化的概念转化成具体化的要求。同时,强调了理念推行与强化的方式方法,以及在推行中可能遇到的问题,确保理念在安全管理实践活动中发挥积极的引领作用。

Based on the analysis of the characteristics of accident mechanism and the complexity and variability of safety management, this paper puts forward the idea of "safety first" as the first level concept of safety management, and "people-oriented management, risk management, system management" as the second level concept, and decomposes it into the third level concept(specific requirements) which is simple, easy to understand and operable, the purpose of which is to transform the abstracted concepts into concrete requirements. Meanwhile, it emphasizes the ways and methods of concept implementation and strengthening, as well as the problems that may be encountered in the implementation, so as to ensure that the concept plays an active leading role in the practice of safety management.
