The Visions,Oriented Actions and Phased Tasks for the Construction of China Ecological Civilization in the New Era

以习近平生态文明思想科学内涵为指导,系统分析了生态文明建设基本原则和生态文明体系建设之间的逻辑关系,探讨了生态文明建设目标愿景与全球绿色低碳可持续发展目标取向的契合性。在此基础上,明确了从2020年到2050年生态文明建设新的"两阶段"目标愿景:到2035年基本形成节约资源和保护环境的空间格局、产业结构、生产方式和生活方式,生态环境质量根本好转,基本实现生态环境领域国家治理体系和治理能力现代化目标,基本实现美丽中国目标;到2050年全面形成绿色发展方式和生活方式,实现人与自然和谐共生,全面实现生态环境领域国家治理体系和治理能力现代化,建成美丽中国。着眼于新时代中国生态文明体系建设,从生态文化体系、生态经济体系、目标责任体系、生态文明制度体系和生态安全体系建设五个角度,提出面向2050年的生态文明建设短期、中期和长期行动导向以及阶段性任务。

Directed by the scientific connotation of Xi Jinping’s ecological civilization thought,this paper systematically analyzes the logical relationship between the basic principles of ecological civilization construction and its system construction, and discusses the compatibility between the goals of the ecological civilization construction and of Global Green low-carbon sustainable development. On the basis of this,the paper clarifies the " two-stage" targets of the construction of ecological civilization from 2020 to 2050: By 2035,a spatial pattern,industrial structure,production methods and lifestyles for resource conservation and environmental protection will be basically formed, the quality of the ecological environment improved,the modernization of national governance systems and capabilities in the ecological environment basically achieved,and the goals of beautiful China basically achieved. By 2050,a green development model and way of life will have been established across the country, a harmonious coexistence between man and nature realized,the modernization of China’ s environmental governance system and capacity realized,so as to complete building beautiful China. From the construction of the ecological civilization system composed of the five perspectives of the construction of the ecological cultural system, ecological economic system, target responsibility system, ecological civilization institution system,and of ecological security system,the action-oriented tasks of the short,medium and long term are proposed for the construction of ecological civilization in the year 2050.
