抗战时期陇东根据地的纺织业在党的领导及政策支持下迅速发展,实现了从小到大,由半自给到自给的发展过程。通过政府投资公营纺织业,完善合作社股权制,帮扶个体手工业,鼓励私人资本投资等多种方式,形成了以公营经济为骨干,合作经济为补充,个体手工和私营经济协同共进的发展新机制,成为边区纺织业发展的典范。纺织业发展既呈现出现代企业经营理念,又有浓厚的公权色彩,尤其是边区高干会议后,政府权力全面介入合营、私营纺织业之中,成为陇东纺织业发展的突出特点。纺织业的繁荣发展不仅保障了军民自给,支持了长期抗战,而且改变了陇东农业经济的单调局面,引发了农业种植结构的调整,更为重要的是为新民主主义经济积累了成功的、丰富的建设经验。
