经营性治理:村庄迈向示范的自主逻辑——兼论示范村的推广效度

Operational Govermence, the Autonomous Logic of the Village Towards Demonstration: on the Extension Validity of Model Villages

示范打造是全国各地在乡村振兴战略下再度掀起的运动热潮。相较于已有研究采取的自上而下的"国家本位"视角,本文从"村庄本位"视角出发,基于浙江安吉鲁家村的经验性调查材料,提出"以蓄力为借力、以借力为自力"的村庄迈向示范的自主逻辑。具言之,村庄要迈向示范,需要能人经营村庄,向内挖掘村庄内生力量。在内生力量积蓄基础上,善于向政府与向市场双向循环借力,建构以三产融合为支撑的产业平台以此来壮大集体经济,实现村庄内源式发展。将村庄迈向示范的条件分为共享型条件与专项型条件,认为专享型条件限制了示范村经验推广的效度。

Demonstration building is a new upsurge of movement under the rural revitalization strategy across the country. Compared with the top-down "national standard" perspective adopted by existing researches, this paper, based on the perspective of "village standard" and the empirical investigation materials of of Lujia village in Anji county, Zhejiang province, puts forward the autonomous logic of "Take strength as leverage, and leverage as self-reliance". In this regard, the research shows that in order to move towards demonstration, the capable person should run the village and dig the endogenous power of the village. Based on the accumulation of internal forces, it is good at borrowing from the government and the market in a two-way cycle to build an industrial platform supported by the integration of the three industries to continuously expand the collective economy and realize the endogenous development of the village. This paper divides the conditions into sharing conditions and special conditions, and think the latter limits the validity of model village experience to promote.
