基于国土空间规划管理视角的上海高质量土地储备的思考

Thoughts on Shanghai’s High Quality Land Reserve from the Perspective of Territory Spatial Planning Management

土地储备作为政府宏观管理的重要手段,在优化城市空间布局、产业结构和保障民生等方面发挥着重要作用。面向"上海2035"国土空间规划管理,上海土地储备应立足20余年的改革创新历程,破解当前规划引领不足、信息化建设滞后等问题,同时,资源本底有待厘清、统筹协调有待加强,以实现高质量土地储备治理的新格局,强化上海土地储备规划的引领作用,构建上海土地储备空间"三库",推进土地储备业务流程标准化建设和全过程管控,构建土地空间资源与资产分布"一张图",夯实土地储备精细化管理的信息化支撑等。

As an important means of government management,Shanghai land reserve plays an important role in leading the city’s economic structure,investment structure and industrial structure.Facing the territory spatial planning and management of Shanghai 2035,the land reserve of Shanghai should be based on the reform and innovation process of more than 20 years,solve the current problems such as insufficient macro guidance,unclear resource background,difficulties in overall planning and coordination,and lagging information construction,so as to achieve a new pattern of high-quality land reserve governance,that is,to strengthen the leading role of the special planning of land reserve of Shanghai,to build the"Three Storehouses"of Shanghai land reserve spaces,to promote the standardized construction of land reserve process and the management and control of the whole process,to build the map of land spatial resources and asset distribution,and to consolidate the information support for refined land reserve management.
