摘要
为了解决电力工程项目前期、开工、在建、投产各阶段业务与财务关联管控脱节的问题,分析了某大型电力能源央企集团电力大中型基建项目管理与财务管理模式的现状,采用网络计算、信息集成、领域建模及远程通信等技术,研究了一种电力工程项目业务与财务信息高度关联、流程深度融合的"基建财务一体化管控"模型。该模型成功应用于某电力能源集团公司,提高了能源集团公司大中型基建项目建设的业财一体化联动能力和整体管控能力。
In order to solve the disjunction problem between the business of the various stages of electric power project such as pre-construction, commencement, construction and production with the respective financial control, this paper analyzes the present situation of the large/medium-sized construction project management and financial management model of a large state-owned power energy enterprise group. By means of the network computing, information integration, domain modeling and telecommunication technologies, it studies the "capital construction-finance integration control" model in power engineering with the high relevance of business and financial information, and deep integration of flows. The model has been successfully applied to a power and energy group company, which has improved the company’s ability of industrial and financial integration and overall control of large and medium-sized infrastructure projects.
