新时代的来临,为我国乡村社会带来了巨大变革,无论是生产、生活方式还是思想价值观念等方面,都面临新的机遇与未知挑战。乡村治理现代化是国家治理体系的基础,决定着国家治理现代化的进程。在乡村治理过程中,由于大量空心村出现,致使乡村自治主体缺失;乡村德治功能下降;村民法治意识淡化等问题出现,乡村治理遇到瓶颈。因此,通过激发主体活力、营造乡村文明氛围、打造法治乡村等路径选择,依据自治、德治、法治在治理体系中的地位和功能分析,将三者有机融合,构建新时代乡村治理体系。对实现乡村治理现代化,具有重大的现实意义。

The advent of the new era has brought great changes to our rural society.In terms of production,lifestyle and ideological values,new opportunities and unknown challenges are facing.The modernization of rural governance is the basis of the national governance system and determines the process of the modernization of national governance.During the process of rural governance,the emergence of a large number of hollow villages led to the lack of rural self-government subjects;the decline of the function of morality in rural areas;the weakening of villagers'awareness of the rule of law;and other issues,rural governance encountered bottlenecks.Therefore,by stimulating the vitality of the subject,creating a civilized atmosphere in the countryside,and creating a village ruled by law,based on the analysis of the status and functions of autonomy,rule of law,and rule of law in the governance system,the three are organically integrated to build a new era rural governance system.It is of great practical significance for the modernization of rural governance.
