摘要
2019年9月,澳大利亚爆发了有史以来最严重的森林火灾,大火熊熊燃烧了近5个月,过火面积1180万公顷;造成33人死亡、12.5亿动物葬身火海。作为南半球经济最发达的国家--澳大利亚,却在应对此场山火中显得软弱无力,是无法抗拒的自然力量,还是森林消防体系存在缺陷?本文旨在通过对澳州山火扑救中暴露出的问题进行深入分析,研究澳大利亚森林消防体系的利弊,为我国森林消防体系建设提供借鉴和启示。
The most devastating bushfire broke out in Australia ever since September,2019,which has raged for nearly five months,covering an area of 11.8 million hectares,killing 33 people and 1.25 billion animals.As the most developed country in the southern hemisphere,Australia did not respond to the fire effectively.Is the power of nature too irresistible,or is there a defect in its forest firefighting system?Through analyzing the problems exposed in the firefighting in Australia,this paper lists the advantages and disadvantages of Australian forest firefighting system,aiming to assist China in developing its forest firefighting system.
