精准扶贫法治化与贫困地区群众法治素养的提升——以四川省南充市嘉陵区为例

Legalization of Precise Poverty Alleviation and Improvement of Public Awareness of Law in Poverty-stricken Areas--A Case Study of Jialing District of Nanchong City,Sichuan Province

在全面建成小康社会和全面推进依法治国的背景之下,加强精准扶贫的法治化建设需要贫困地区群众具备良好的法治素养。但是,由于受到传统和现实等诸多因素的影响,目前我国贫困地区群众的法治素养仍有待提高,存在着法治认知水平不高、运用法治思维的能力不足、法治意识淡薄、法治信仰缺失等问题,极大地影响着精准扶贫的法治化进程,制约着精准扶贫的最终成效。鉴于此,当前必须通过加快贫困地区的经济发展、优化贫困地区的法治环境、发展贫困地区的教育事业、完善贫困地区的法治宣传教育等措施来提升贫困地区群众的法治素养,为贫困地区群众同步进入全面小康社会营造良好的法治氛围。

In the context of building a well-off society and promoting the rule of law in an all-round way,it is necessary for people in poverty-stricken areas to be well aware of the concept of rule of law so as to strengthen the legalization of precise poverty alleviation.However,due to the influence of traditional and current factors,the public awareness of rule of law in poverty-stricken areas in China still needs to be improved.The low level of understanding of rule of law,inadequate ability to apply the mentality of the rule of law,weak awareness of the rule of law and lack of belief in the rule of law all are greatly affecting the legalization the final effect of precise poverty alleviation.Therefore,we must improve people’s awareness of law in the poverty-stricken areas by speeding up the economic development,optimizing the rule of law environment,promoting education and improving publicity and education of the rule of law in poverty-stricken areas,so as to create an atmosphere for people in poverty-stricken areas to enter the comprehensive well-off state of life together with the rest of China.
